When buyers apply for a mortgage, credit bureaus often sell their information to other lenders through what are known as trigger leads. This results in buyers getting bombarded with calls, texts, and emails from unfamiliar lenders within hours of applying.

In September 2025, the Homebuyers Privacy Protection Act (HPPA) was signed into law. Starting March 2026, it will largely ban the sale of trigger leads. With the new law, buyer protection will be the default, and credit bureaus may no longer broadly sell trigger leads unless:

  • They are the buyer’s current mortgage originator, loan servicer, or a bank/credit union with which they already have a relationship.

  • The buyer chooses to opt in to receive offers from other lenders.
